Nope, I didn't bother going to meet the ambassador until I'd done pretty much every other quest, and Dawntreader worked fine for me (though I turned it in after meeting the ambassador in his office for the first time). Also triggered the quest by wandering in to the cave. For reference -
I got the artefact for the statue, then found the bodies of the rest of his team, then returned to the Oracle and helped him try to activate the statue. Then persuaded the Oracle to sacrifice himself to the statue. When communing with the Adra I offered the statue to the voice, then hit the lever to purge the statue.
The two brothers were sat outside the Embassy on the bench, turned it in after I met the ambassador on the way out to go recruit the Dwarf
Seems the patch 1.2.2 didnt helped also.
