Unique Item Boots Not Working

Wayfarer's Boots aren't regenerating health for me.
These are suppose to heal while walking, but they aren't. What do I not understand?

i am having the same problem, driving me crazy. i think its just bugged

Same issue. I tried connecting a controller to see if the boots would work at a slower walking pace (keyboard only allows on or off) - but the boots still don't appear to be healing me at all.

Same. I walked from Paradis to Emerald Stair and didn't heal a single hp. So I tried sprinting back. Still nothing. Ondra's Grace works, though (ring that makes you heal when wet).
