Report a translation problem
If you still need to collect evidence you're missing an armband. Quest indicator should take you to where it's at, then just look for an X on the minimap.
If it's complete make sure you're tracking it when you try turning it in - there's a couple of quests that for some reason only let you turn them in if it's your currently tracked quest.
EDIT: Another armband spawned in my camp in a small bag. Now I can complete the quest. Side note, the one wizard bounty that spawns on the island spawned in again after I killed them once. Also weird.
I played the game a couple of days ago and while returning the ogre bounty the option appeared for the bugged bounty and I was able to complete it, I did rest a good few times before I turned in the bounty, so it seems your workaround works
