Action Bar
So either I am missing it or something else...
How do I move spells around on my action bar?

Wow I did not even notice that.... It even says right there press 1-6 to bind ability..

I must be missing something, because nothing is draggable from the radial menu. Left-clicking anything on the radial menu executes the ability.

I would also like to just clear a slot, and have nothing in it. I can't see how to do that either.

What am I missing...?

On your abilities page with a controller you bind with the dpad buttons. Otherwise abilities are categorized on the access wheel. You can also bind and map from there. As far as i can tell the wheels are automatically populated.
I didn't know you could drag and drop icons
personally i just point and press 1-6 for assignment, and my alternative layout of preference for actually using those in game

Position the cursor over the ability on the radial menu (without clicking), then press a number on keyboard, 1-6 works.

As far as i know there is no way to clear a slot once it has something in it. It can be assigned to something else, just not a straight clear.
