A lot of the mods on that site are just for shock-value. If you have actually browsed the site, I don't think you would want to associate with it. Gamebanana is much more wholesome and offers hosting for mods with less moderation than Nexus. The Dragon Quest 3 classic restoration project is hosted on there, for example.

To have a modding community you need a general community first. If no one buy and play the game there can be no community.

Not really. Most of the mods remove anachronistic ♥♥♥♥♥♥♥♥ and worthless political additions.
