are we able to actively work our jobs if we want to?

how many career options are there?

do we know if its possible to be a criminal or cop or bank robber type of thing or just like "safe for work" jobs?

They haven't shown much as of yet.

-Yes, you can actively work jobs.
-Not sure of all the different types.
-Not sure about Police, but you can be a firefighter.

I hope NPC's will advance in their careers and we will be competing against them for promotions. Seemed like a huge missed opportunity in the Sims 4 where the NPCs never get anywhere in their careers unless you play them.

I agree - but not only for careers. I hope in general NPCs have story progression - IIRC only Sims 3 with NRAAS mods had something like this.
Also, I hope you have to apply for a job, and you can be accepted or rejected based on your stats/school performance/previous jobs etc. A bit more challenge compared to Sims would make the game better IMHO

I agree. That would be nice. In the Sims everything is basically handed to you. That makes for boring game play.
