Horizobtal/vertical positioning of custom wallpaper?

when changing the textures on WALLS, All of the textures in "My Textures" are OFF CENTER and while I can resize the image, I CANNOT change the horizontal or vertical position of the image. The Only textures where the position can be changed are the built in wallpapers. PLEASE FIX THIS! I want to add custom images but I cannot FIT the picture to the wall. Please allow us to position and stretch imported images! on both walls and in frames.
