building on edge of lots

Will it be possible in the future to build on the lot edges? Things like floor tiles or fences?
The way things are now, there will always be grass between the sidewalks and the lot. You cant make a walkway from the sidewalk to your house. The house next to my lot is connected to the sidewalk, but I am not able to do so.

I spent a stupid amount of time trying to add a fence today, it kept removing itself so I kept adding it back leaving more and more space from the theoretical edge, when it got to 8 spaces inside whats supposedly the property line and it still removed itself after a little gameplay I gave up.
