In reality what has happened to you is that randomly when you ask for a date there is a chance (I don't know the percentage) that you will be rejected. But if you do it again a few seconds later it is possible that he or she accepts.
Anyway, the dating system is optional. I mean you can set the romantic relationship to the maximum and get married without a date.
