I just got this computer. It also says "Your graphics card is too underpowered." Is there anyway can fix this?

That driver is outdated unless you have a legacy product which is by default below minimum requirements and thus not supported.

Go to Steam client > Help > System Information

Copy and paste here the following info:

CPU Brand:
Driver: 
Driver Version: 
Driver Date: 
DirectX Card: 

In Windows > Start Menu > Settings > System > About > Windows specifications

Hit "Copy", and paste it here as well:

Version
OS build
