My guess is that you can't run it. But here are two links for you to check so you can directly test your machine for inZOI. Both include a download to analyze your computer's hardware, but the second one also has a method for manually inputting your details if you're rather do it that way.

I know it can be disappointing when a new game comes out and an older computer just can't run it. Not everyone can easily upgrade just to play a great new game. However, it's far better that the game is designed for newer computers because it means the game will continue to look great for the next 10 years. Sims 4 sucks as bad as it does because they wanted the maximum number of low-end computers to be able to run it (because EA wants you to spend all your money on their innumerable kits, packs, and expansions and definitely NOT on upgrading your computer to play better games).
Some of the best features of inZOI are very demanding. With an NVIDIA RTX card, you can run Smart Zoi, which is the best system I've ever encountered for NPC behaviour in a game. So, it makes me so grateful that they developed the game to have advanced features and advanced graphics.
I hope this game will be much-loved over the next decade! I also wish you the best. If someone else does have the same card and can play it, compare some other specs with them like processors, just to be sure. It would be sad to purchase it and still not be able to run it because something else in your computer holds it back.
