The punch bag make sure it is clear around it and they can get to the side that has the little arrow
Additionally, if you happen to use Alt key placement, things will be highlighted blue and allow placement even inside one another but keep in mind, if its overlapping things it simply will give the "can't do" message regardless of how inconsequential the clipping, I bumped into the issue when a wall shelf clipped the back edge of a desktop computer, not visually, but its bounding boxes overlapped by approximately 2 pixels.
I've seen it with all sorts since then, musical instruments, plants, appliances etc but at least now I know what to check first when it happens. Even something on a desk as inconsequential as a pen next to a computer will mess you up if you accidentally overlap with the alt key placement. This may not be what is causing the issue for you but its a possibility.
I set up a computer desk. Put a computer on it. Put a chair in front of it. But none of my Zois can use the computer.
Nevermind that it is nearly identical to the default computer in another room when I first activated the prefab version of the house.
Except that computer desk's chair is WAY closer than the game will allow me to set the chair without using Alt Placement.
I've tried multiple chairs, even scrapped and rebuilt the whole desk/PC setup and I just can't make it happen.
I noticed that when placing chairs I really had to fiddle with my mouse a lot while holding the chair. I had to move it around the comp desk or table before the chair would snap in to a place where it would be functional.
I noticed a Snap on and Snap Off magnet icon but honestly couldn't see much difference trying to place the chair with it either way
