Question: Creating residents

So I've been watching some live streams, but couldn't tell. The families in the world, can you create Zoi's that aren't the active family, and have them be the ones that wander around the town instead?
Like how you can create a Zoi and push them into a different family, do they show up? Can I make a town of custom Zois?

yes you can put them in their own house or just make them for the population

For now (I hope) all you can do is create families to live on residential lots. These are the zois that if you see on street , will have a play buitton on them that you can switch too.

BUT as far as the everyday townies, we have no control over those. Cant even edit them what so ever. Matybe with the cheat system or better management system we will be able to, but for now all you can do is make families.

On the bad side, not sure if the families you make do much since I placed like 6 and so far none of them have gotten a job. Some barely take care of needs and house seems to get dirty,

Yes you can populate the town similar to how you could do it in sims but there are only 2 free apartments and 2 free land plots available so you will either have to delete the npc zois or you are limited to only 3 families aside from your main family.
