As far as I know mods are still a nono. They will get you banned. I know people are promoting them and say they are allowed, but without any official word I would stay out of it if I was you.

Ignore them, in the recent announcement they said mods where fine and encouraged.

The times where people don't read announcements and updates for a game. No moddimg in the one announcement they put out stated that mods are fine and they are already looking to expand the games ability to support mods. Such as in the announcement someone already quoted here.

As I mentioned during the Online Showcase, we are committed to making inZOI a highly moddable game. Our first stage of official mod support will launch in May, allowing players to use tools like Maya and Blender to create custom content. But this is only the beginning. Over time, we plan to expand mod support across more areas of the game, so you can customize and enhance your experience in many different ways. (More information on modding will be shared in a separate post.)

Especially the sentence: Our first stage of official mod support will launch in May,
That means you have no clue what they will see and what the exact plans are, And in fact it will not happen today or tomorrow.
