Yes. Go to a pier area. Next to some chairs is a bag. Click on it for options.

In Bliss Bay, along the Pier there are carry bags, (Holdalls) - I think they are white or grey. Click on one to start fishing.

I'm not sure where they are in Howon, or even if there are any at all - as I've not visited Howon yet.

You can grow veg, Carrots, Potatoes, Sweet Potatoes, Tomatoes, Corn, etc ... but the game currently has no use for them.
