What is going on how come I am limited to which Inzoi I can call over, it says she is a ammusement parrk management, operator, but I can't even find her at the amousement park.

She probably lives out of city. Which is why you cant call her. If she is on your phone list, then you could make a party event and invite her as a guest.

I had this issue with someone I was engaged to in the game, I could not find them or get ahold of them for 3 or 4 in game days. I had to create an event(party), invite only them, and voila they appeared.

I think the difference is if it is a NSC or a player. I made a test and when I play my ZOI can nobody call me, when I play his Son he is NSC and everybody can call him. When you play it, it is blocked for calls. When you give it free and play, another member of the family is AI assisted, and he is free to call.

If you mean "call over to your house": you have to do it via map - the phone is of no use.
