As for the hardware required to run this game, it can't be that expensive to upgrade your current system to something that will do so in a reasonably playable state... in fact, it's running quite nicely (at 30+FPS on medium-custom 1080p (dyna-res) settings - with raytracing enabled* - in a fullscreen window as I type this) on my measly old customised R5-1600AF/1660-Super, so your system must really be ancient.
* Yes, the 1660-S has (very minimal, but sometimes actually functional) raytracing support... at the very least, it isn't crashing with a 'this cannot be done on this GPU' error (or for that matter any other error, fingers crossed
just disable the tracing and done.
