I noticed so far it seems that way, but wondered if like Sims, they lean a certain way but persistence would sway them.
I have noticed for some , you can hack your way thru romance easily while others need slower approach.
But try romantic gestures that are very mild, like compliments to see if heart goes up or down.
You can also use the Manage Family system to add or remove Zoi or swap them with your currently played Zoi.
