You're a teen until you're legally considered an adult. This is different in many countries. In country 1, you're an adult at 18, and in country 2, you're not considered an adult until 21.

I'm not really sure what you're trying to say here, but the concept of an age of consent isn't generally meant to protect teens from being in relationships with other teens. It's to prevent adults from being in relationships with teens, and there are generally parts of these laws specifically meant to prevent these laws from interfering with teen relationships. Japan is a bit of a weird case because they lack such exceptions, which can lead to strange situations where both teens in a relationship can be prosecuted for statutory rape.. which is, of course, nonsense.
You also seem to think that 18 (or even 21?!) is the norm and it is unusual for it to be lower than that, or at least that's what I'm getting from what you wrote. That really isn't the case. In most of the world, including almost all of Europe and much of the US, 16 is far more common. In fact, outside of the Middle East, most of the world ranges from 14 to 16.
Actually, as I'm writing this I see that South Korea's age of consent is unusually high. At a whopping 20, it's probably the highest in the world and like Japan it also lacks any form of Romeo and Juliet exceptions. As this game is made in South Korea, that would explain the limitation. To them, it would be normal.. but to the rest of the world it's extremely odd.
I don't know if this is just a language barrier thing or what, but people on this thread are conflating the colloquial term, "teen", and other terms with the legal term, "minor", too much, not to mention that neither term is directly tied to the ability to consent, which is the important factor here and has its own age requirements defined contextually by what is being consented to, by and with whom, and in which area of the world.
A "minor" is anyone under the "age of majority", which varies by locale, but is commonly 18, sometimes as low as 16 or even 15, and as high as 20 or 21. I'm sure there are other exceptions as well. Usually this aligns with the term "adult".
A "teen" is just someone who is aged thirteen through nineteen, because their age literally ends in "-teen" in English. Typically one would think of them as an adolescent. This is not a legal status. They may or may not be a minor, and they may or may not be able to consent, based on their age and what they're consenting to and with whom.
A "tween" (not a thing in this game) is a term for people in the age range ten through twelve, typically referred to as pubescent because this is when puberty tends to occur. I think tweens in any reasonably civilized region where you can actually play inZOI should be considered minors who cannot consent. At least I would hope so.
A "young adult" is a slippery term that sometimes means teens and university-age people (+/- a couple years), but can also be limited to just people above the age of majority but not yet settled into their adult life to work on a career and/or a family.
An "adult" in the game is the age range that follows young adult, but in real life it usually includes the young adults who are at least the age of majority, perhaps distinguishing those who are not young adults anymore as something like "mature adults", since the human brain has been seen to continue developing as far as 30 years into life.
Anyway, I'd encourage everyone to try to use the terminology better so you don't argue with each other at cross-purposes where one person is saying something the other person doesn't realize they mean.
In Europe you have like 7 countries where the age of consent is 14. That said, when I was young I had a girlfriend I think even at the age of 8. We obviously did nothing sexual but I had one. Now not allowing people to have romance stuff above the age of 16 is absurd. You think teenagers at that age don't play this game? You think teens at that age don't do it in real life? Please.. More so when in REAL LIFE, in EUROPE you can do it from the age of 14 in multiple countries. In my country its like 16.
