The minimlal config is reachable on pc that cost less than 800$ (new) or 600$ (used GPU) so it's not that high either, just slightly up the medium "sims casual players" (not saying in a bad way, but sims is more a "game not targeting gamers and playable in most work computer" ) ^^
Here's a cheap build recommendation that should be able to run this game without any issues. Not maxed out, of course, but it won't be ugly either:
Ryzen 5 5600: About 100 €/$ - a really solid entry level CPU
Basic AM4 motherboard: 50 bucks - doesn't really matter which one, although I'd recommend one with four RAM slots for easier future upgrades
16 GB RAM: 30 bucks - 2x 8GB so that you can add 16 GB more in the future, when needed
RTX 2080: 200 bucks used - an absolute steal for the money, a powerful GPU that supports the latest features and runs all current games
Basic brand name M.2 SSD: 50 bucks
Brand name power supply (at least 700W): 70 bucks - don't skimp on this part
Cheap case: 30 bucks - feel free to skimp on this part and if you have a used case that is large enough, just use that.
Total: 530 or thereabouts with just one used part. Prices should be in this range in much of Europe and the US.
This PC is more powerful than an Xbox Series X or base PS5, but it costs about the same. I know that this might still be steep depending on where you are living and what your family income is like, but it should be affordable unless you are really struggling, for which I don't blame you if that's the case, of course.

That's not a potato. That's still an above average gaming PC. Until very recently, the most common GPU among Steam users was the GTX 1650, which is less than a third as powerful as your card even without taking the 3080's far more advanced features into account.
This forum is filled with people trying to play the game on 1.1 GHz dual-core low-end laptops from eight years ago and wondering why it's not launching, because they have never purchased a game that has any hardware requirements beyond "is an x86 computer with a basic iGPU". That's not a made-up example, by the way.
The three generation old GPU? Not really that insane.
If you don't want to break the bank on high end parts, you can get some 3060 cards for around $300 new at this point.
And I think they thought this through just fine. They're not worried about whether you and your two kids will buy it right now. The goal here is presumably to make a life sim with staying power for years to come. And part of that means making a pretty game that can do lots of interesting stuff, with the minimum requirement of a very average PC.

Currently 45.04% of Steam users have a minimum of a 2060, with the most common card being a 4060.
It's estimated that the 60 series will be out in 2027, and between then and now loads of people will upgrade.
The game isn't going anywhere either. If you don't want to buy it now, wait until it's out of early access a year+ down the road.
all you can do is upgrade your system or wait for performance optimizations from the devs
and star cit has much higher demand than this.
i can play this no worries with a 1080ti.
