However, this does not solve the problem with NPCs wandering around the city. Perhaps for a comfortable game I will have to wait until this is fixed or create fixed saves and always start the game with pre-prepared fixed saves

try this OP, create 2 gay characters and let them flirt, and then delete all the households on the map and set the population to high in the city edits and see if something changes.
the game is broken at the moment, there are allot of bugs and things that doesn't work at the moment. best to inform the support team at their site to fix it in the next update.
or at least add the option to control the population sexuality in the city edits.

Actually in the current set up of the game, you can't control a character not in some sort of household lot and I wanted the experience of random chance not preset intent to pair.
Zoi who are 'not in city' (basically fillers for the city population) are not controllable (at least not yet) thereby can't be accessed to change. I mean there's a way too do it, it's an annoying long work around in manage families tho under the current build. With all the things you can change via sliders, including crime, a random chance of queerness should be a thing and as I understand it, the devs fully intend it to be a thing. But right now, it's broken.
I just want to naturally play the game and be surprised, meet Zoi while my Zoi is working and hanging out in the city and doing other game progression things to earn meow money and have the same random chance and options of meeting another Zoi I could romance rather I am a hetero or homosexual character is all, without making them all myself in controllable households. Part of the fun of the game is friendships and romance you build with the random Zoi in the world and half of that is cut off without me making a bunch of my own NPCs. Which I am glad the game allows to be made, but its not great for just being able to get into playing and not worrying about it.
But I know they want to fix it, it just doesn't make it very fun to play at the moment.
