How well do you think I can run this game at 1080p, with RTX 3080 and Ryzen 9 5900X, 16 GB RAM. 60+fps on high mixed with medium without DLSS?

Perfectly fine, closer to the high preset I would assume. Bare in mind that there is ALOTT of different hardware combinations that it's hard to predict. I would suggest maybe a quick Youtube search with your GPU running this game, and see gameplay.

my GTX 1650 and amd 5 3500 with 40 gbs of ram runs this game smoothly at 60fps without any issues or lag / stuttering so you'll be fine
