stuck on creating family

so I have an issue where when I'm done creating my zoi I click on create family, then on the world permit screen I click on submit and it takes me back to create family, so not really allowing me to play the game proper.

I've tried rebooting my pc, validating the files, changing ingame settings, reinstalling the game, deleting my save files, clearing pso cache.

P.S. Seems, you can identify this issue, if you are having black screen in the beginning.

hmm.. now that you said that, yeah after the shader compiling step I have a black screen which only continues when I click on the screen

Hey, I have a similiar problem. But I dont have the black screen and after i click to load into the city it goes to the Loading screen. After a minute the game just closes without an error or anything and in steam it says its still running but it is not.

It's LUCK DLYA VOLOS, writing from girlfriends account.

So, I didn't manage to get it working. What I have tried to do:
-Updating windows
-Updating NVIDIA driver (not to latest, to 566.14, the stable one. Game works on my main PC with no issues with this driver)
-Installing K-Lite Code Pack (standard) Actually thought, that this might be the issue, as videos are not playing. When you press "submit" on create permit step, you should get a video with cat at the beginning.
-Reinstalling game
-Running steam as admin and launching game
-Running game directly through explorer (as admin/directly)

yeah I tried on my laptop (which is nowhere decent enough to run the game) but I do get past the point, and it really does seem to be tied to the videos not playing

I haven't heard about the K-lite pack since Windows 7 and I would not recommend it as it has security vulnerabilities and issues beyond that because it requires 3rd party site downloading. But, hey. You do you.

I'm at work right now so I can't test it but seeing as it's tied to the cutscenes playing could a possible bandaid solution be to install the mod that removes cutscenes? I saw there where already quite some mods on Nexus, including one for removing cutscenes

it's not that, I can start the game 'normally' (2 seconds per frame) on my laptop which is way worse than my pc

The issue was the movie files, I replaced them with those in this Reddit comment. Now I can finish creating a family and choose a city

why you need install codecs if you can just replace them?

its not OS depended and can be applied to linux, windows or macos!
Worked for linux
1. Download or find any video in .mp4 that you know 100% will work.
2. Go to game files BlueClient/Content/Movies/ and WARNING MISSION CRITICAL
- Replace intro.mp4, S01_piv.mp4, S02_piv.mp4, S03_piv.mp4 with *your own video*
3. After this manipulation *game will show your video instead of ones you replaced* but it will fix black screen issue and familly submit loop.
- If you encounter a black screen just replace other cutscenes with your video

Not a case for me, tried this yesterday and today, with different type of videos. Also, original videos are working fine, when run directly from folder
