Instant Crash on Splash Screen
As above, I try to run but it just pops up the small splash screen then closes.

Did you play the demo back in August? I couldn't get the game to start back then either and I got the same specs as you (well, half the RAM). It required a specific solution to get the game to work, but I don't remember what it was. I think the solution was given in an Inzoi discussion thread here on steam

Have you tried verifying the game files?
Have you tried updating your drivers?
Have you tried restarting your PC?

Potential other fixes include running the game in windows 7 compatibility mode, disabling fullscreen optimization, and running the game as an administrator.

What is your CPU? If the game is crashing when attempting the first startup it could be from CPU instability (Intel RaptorLake, etc) or possibly some other form of CPU bottleneck during the shader compilation. For reference, I have an i9-13700K and first startup took about 2 minutes, with my CPU maxed at 100% usage for about a minute and a half.

Is BIOS of your motherboard up to date with Intel microcode 0x12B fix ?
Raptor Lake CPUs are known to be unstable, overclocked by default on some motherboards and tend to have runaway voltage controller issues.

I also have a 13900k and a RTX 4090, and my game crashes immediately after launching it -- right after the little INZOI cat splash screen. I am on a relatively new motherboard, but it seems to be top spec machines having this issue... I'll try BIOS flashing, probably.

I have the same card running on Ryzen 7 7800x3D. Mine crashes right before entering the city every time. I finally got it to work this morning before work. I basically put everything on very low setting and capped the fps. When I get on later I will start the process of raising the settings to fine tune it. Hope this helps...

Change the resolution to whatever you need. This will set the settings to low without having to start up the game. Also I dunno why your game is crashing with an RTX 4090. That thing is definitely more than enough and I got my gfs to work with a 3080 so should not be an issue for you. Could probably edit the settings more after booting it up.
