City feels a bit Empty?

I feel like in a big City you should have more People running about, like when I walk around there is maybe 2 or 3 people walking by and when I headed to a Park and Café there are maybe 5 people too...
Does it just take a day or so before the game has created more People to move in?
Is it Settings dependent and it's just trying to make my Performance better?
If so is there a way to up the Population of my City so it actually feels like one?

I think the game is kind of neat so far but this felt a bit off when I realized it.

you go to Manage Zois, Manage City, Maximum Population and see what its on and turn it up to the highest

Oh yeah I did see that Setting, what does it do exactly?
I wasn't sure what it does so for my first playthrough I didn't turn it on.
