Starting in Steam Offline Mode

Steam Authentication Error: A problem has ocurred while authenticating Steam. Please restart your Steam client.

Occurs when installing the game on a PC it has never been installed on, going to offline mode in steam, and trying to start the game.

You have to be online to start it for the purchase verification. After that, you can unplug the network cable. It still works.
