That is out of date and below minimum requirements for DX12 Agility SDK.
Minimum revision for build 19042 is .789 per:

As per what the other user said, you need to update your Windows OS to either meet the bare minimum or to get up to date entirely.

Which also confirms they changed the error message of the game engine to a custom one (you'd be usually getting "DX12 not supported").

a rtx 4070 ti with 13 (!) gb vram? :D i have a rtx 4080 with 7800x3d and the game runs smooth in 4k native with ultra setting. but i use win10. dont know how it runs on win11.

you claim it runs smooth, and I have a much higher end rig and it gets to the shaders and repeatedly crashes...that is called bad development. Unreal Engine no matter what version is used by seriously lazy developers...they claim everything is better etc...the reality is, it is not. All it means is a lot less work for them. It baffles me why we are seeing more and more games developed in an engine that a rather large amount of people on high end rigs can't play...still it's refund time for me until they can demonstrate they can actually make a game whose shaders don't cause ctd's. Game is over priced for what it is anyway.

I have a 4070 12GB and it runs great at 4K with DLSS and no Frame Gen. I have a i13700F CPU but with 64GB Ram.

i might add, there are some texture streaming issues for distance buildings when on the ground, but I assume that should be expected for early access.

i only can say, on my ysystem i have 60 - 70 % gpu capacity in 4k ultra @60 fps - no lags, no stuttering. i also installed it on pcie 4.0 nvme. i know, the unreal-engine 5 is not perfect. but its free for development.

I'm having the same issue, here are my specs. Plays with Geforce Now but that has a monthly fee. CPU - 17-13700kf 3400 Mhz 16 core Ram - 32 gb Available vram - 22.2 GB GPU - Nvidia Geforce RTX 4070 Game loaded on ssd with 400 GB free space.

Its also due to overlays. Seriously discord overlay even steam and mainly almost 90% of the time MSI afterburner. Shader compilation no matter game engine hates overlays. Not really on the devs tbh.
it looks that the game runs different on almost the same system. if the drivers are updated, i think you just can wait for updates or give it back to steam. are you using win11 or win10?

in another thread somebody wrotes this as solution:

1) Go to the game install directory
2) Right click [inZOI.exe} and go to properties
3) go to compatibility Tab and set compatibility mode to "windows 7"
4) also check the "disable fullscreen optimizations"

Right click [inZOI.exe} and "run as administrator in the game directory and confirm the changes pop-up window on steam and it should get past the "optimizing game files" loading screen.

My husband has a weaker video card than me and on Windows 11 (I have 10) it starts up fine
