Imagine calling a $130 GPU "fancy" ...
Depending on where you are, getting a second hand GPU is not that expensive that you could effectively just plug in without too much tech savvy, however, if you are working on a laptop, then you are sorta stuck.
Why optimize a 2025 game to be able to run on 2008 Hardware....?

THE CPU requirements are actually lower then what they say but
the GPU requirements are def 2060+ and you rally want a 3070+ for min 3080 TI + or 4070 ti + foe recommended to high
also has to do with how much you build, active zois, zois at sleepign point, and city activity.
City - NPC - game character data = CPU
Graphics, details = gpu.
Extra memory can also offset it.
Recommendations take in account decent activity and building limits that they recommend - over that will tax it more. Ray tracing and shadows can put more load as well.
Geforce now streaming can be an option for you if you have a good internet connection. The geforce now test version test had it running at max high with smartzoi on.
Your comment somehow made me think if the 90's where if you did not have a specific sound card down to the serial number, the game would not launch at all... spec requirements in those days were tough.
Haha, it may not be that fancy in the gaming world. I meant that comment relative to me, as I am working from a laptop. I would have to go out and by a whole new computer to tack onto that $130, and my car needs new brakes.
Simply turning down the graphics doesn't help; all the NPC and world simulations are demanding. Plus, the new UE5 game engine is just as demanding.
And as others have already said, an RTX 4060/5060 or an ARC B580 isn't exactly fancy and should be sufficient to play the game reasonably well.
Nobody says you have to get a €3000+ PC, you can even get a good high-end PC built for €1000-1500. Hobbies do cost a bit.
Your situation sounds tough - I can sympathise.
I'd recommend what another commenter said, look into GeForce Now if you really want to play, you can stream it off hardware that can run it.
I agree with you. I would in no way wish that they dumb down the whole game, because that wouldn't be fair for those who do have a better setup. I simply would like them to offer a "dumb down" setting. My laptop isn't old, it is just a laptop not a desktop.
