It's very likely most of the Streamers are American and as such will gravitate towards Bliss Bay by default. It appeals most to American customers. That's probably the reason Bliss Bay was included along with Dowon when the game is launched into Early Access, because Krafton wants to tap the American market and make sure there is something very familiar they can play.
That would beg the question, why an awful lot of Americans are mad at Ubisoft for not giving them the feudal Japan experience they were hoping for. I haven't seen anyone complaining about that game not being set in southern Florida and featuring a gator sidekick.
And while I'm personally not that into it, K-Pop has become such a big deal in the last decade and interest in South Korea in general, has grown along with it. That would also allow streamers to appeal to an audience of significant size.
Assassin's Creed games are set in the past, and there have been games set in America, or at least the lead up to the war of independence and subsequent new nation and during more recent times with Desmond Miles. so it's not like there hasn't been some identification with America at some point, it's just the Focus is on the battle between groups and the alluded precursor species that created them.
Ubisoft is also French and have studios in other countries as well, but since Europeans are generally more open to other cultures, values and stories, focusing exclusively on France isn't needed.
Sim life games are a different thing, since you are focused on building the life others and identification is important.
