I guess that this is the reason:

I bought the game, downloaded and then had a DC. Couldn't start the game. The game said it couldn't access steam for verification.
Waited until my internet was back, started it thinking it just needed a verification for first run or some BS. Exited the game, put steam into offline and tried again..
Same ♥♥♥♥, couldn't start the game.
So yes, it's very much required.
My internet comes and goes kinda however it pleases. I had no idea this was always online. So finding that out, it was a easy refund. Shame.
I will investigate more then, maybe i am forbiding the acces to the wrong process ^^
Btw i also always say no to steam making modifications on my computer for any game.
I have just tried, by killing the Steam process during the loading of the game, and the result is that the game didn't launch, so it's using Steam to access the internet.
