Space Marine 2 still requires 6 gb of vram and the 1060 is ~30% faster than a 1650. Take your own advice and just get a ps5.
Unfortunately you're going to have to upgrade, these new life simulators that are running on these more advanced engines and are open world are memory hogs and also use a lot of resources. It's not the same as other games.
The alternative though, if you have good internet and if it even ends up on the service is GeForce now. I've been using it for my ROG ally. It streams using a 4080 super and a hi-performance amd ryzen cpu from a Nvidia server and if they have the game available you can just play the game that way, it costs 20 bucks a month but it's been worth it for me. The developer has to apply to be available for the service so they wouldn't be on their immediately but half my libraries on there and that's how I'm playing Cyberpunk right now.
It's not just the graphics, it is the stuff going on in the background of life-sim games that can make them hardware-heavy. Sims 4 always ran better on my potato than Sims 3, because the latter has an open world, like InZoi.
Optimization isn't likely to happen for a while with this game, as it will still be in development when we get to play it.
Not to mention Sims 4 was just optimized again. About time too, it was getting too big if you had all of the content and the time lag was getting absurd and the low framerate drop was getting annoying as well but it seems to be fixed.
