No licences error on launch

I launched and played successfully earlier today, just gone to launch it again and getting a steam error saying No licences.
Any idea how to fix this?

Well, that's bad. What a weird coincidince that for a time it was playable i was downloading Black Myth Wukong (my internet is bad so I was downloading this for a few days) and today when i finally got a chance do download, they're closed it. If i knew there was a time period, I would download this first
