Your all assuming that even if modding is available at some point that it will include script modding.
Sure you may be able to create custom objects, maybe clothes, just the simple stuff. As to having control of what the Zoi's do to what to who and when that will require some form of scripting like you have in Sims4. (As per WW).
Sure you might even get to load some custom animations but that will probably be a manual and awkward system to use.
That's not to say someone may brute force hack something into the game but it will almost certainly be a cludgy mess and break every time a patch is released as is common with so many games & mods, even TS4.
Heck, i they're just ken and barbie dolls underneath anyway.

i just hope they dont take an age with adding the support for intricate mods like sex mechanics and stuff. cause its a life sim, i like to have it there, including stuff like extreme violence and basemental. its just nice knowing in a life sim that "you can" do that if you want to. course the degenerate side of myself enjoys it too. i just hope they work on giving the tools to the modders asap
