This is just my opinion, but I think that CPUs from the 8th and 9th generation like the i5 9400F are still good in 99% of today's games, especially if it's for gaming between 60 and 120 FPS provided you have a balanced PC.

Nvidia GTX 1650 - Max Q(Crap ass laptop Version)
Ram 16 gb
Win 10
Plugged into a 24 inch external monitor
Getting bout 20 - 30 fps, didnt change settings.
