So this many people either didn't read minimum hardware requirements or have outdated GPU driver and Windows.

Should you provide the following info, people will be able to tell you exactly what's wrong and what you can do about it:

Go to Steam client > Help > System Information

How do know which one to use?

DX 12 Ultimate (Feature Level 12_2) is not needed.
I have the game running on GTX1000 series cards as well as Raden 500 series, both have no ultimate, but 12_1 or 12_0.

Seems like 11_x will not run, althoug this feature level can also be "DX12".

Make sure your windows and drivers are up to date, and check if your GPU supports at least DX12 with feature level 12_0.
Intel integrated GPUs (like HD, UHD, Iris Xe etc.) will not work at all.
