The way that I do it is to make sure that housing is available, ideally, right next to the barracks. Make sure that they have food variety to increase general happyness and also give them some entertainment facilities like the Casino, Cabaret et al. I would recommend a Sports Center to be honest because that seems to generate the highest income of all the entertainment facilities. The 3 most lucrative that I have found are the Sports Center, Hang Glider Club and Casino. Also I think that setting them to maximum wages will make them more effective, and there may be a couple of edicts that can help also.

Generally speaking, make your people happy. If the needs of your soldiers aren't being met, their loyalty will drop. Correcting that is the same as making all your citizens happy: provide food, entertainment, healthcare, housing and religion.

Go to a military building and click on a worker to see what their needs and thoughts are so you can better provide for them.

Well to be Honest guys in real life im Sunni Muslim and I want to lead my country under the Quran NOT ISIS INSPIRED just that i like to play the game like I am really the leader and i only buy certain entertainments PLEASE do not act as if im supporting ISIS cause I swear im not

You want to do things that Tropico military people like, such as having constitution things like male voters, professional army, right to bear arms edicts and those similar, etc. Also yes, a full budget in all of your military buildings and making sure they are all housed in good homes can't hurt either I'm sure.
