Another way to improve food happiness is to increase Variety.

Build Banana Plantations.
Goat, Pig and/or Cattle Ranches for Milk and Meat.
Build Wharves for Fish.
If you have the DLC, build a creamery for Cheese.

Need more teamster offices at least one per every 5-6 goods/resources building. Also I tend to set the supermarket wages as high as they can go, because people seem to hate working in supermarkets for some reason.

One has 1000 food input and 175/75 visitors and one block away groceries have no food input.

Variety is key to food happiness. Make sure you have different types of crops/fruits/meats available for your Tropicans to choose from.

I think you should just have a variety of food and spam lots of grocery or supermarket.
