I can't find the Edict button...
I must be missing something obvious, but in the tutorial I have to issue an Edict and I can't find any menu with that Edict function... where is it ? (I'm on Linux if this changes anything, and I use the keyboard and mouse).

It's one of the buttons at the bottom of the screen, the one that looks like a plain scroll.
It's between the Research button and the Constitution button.
(The Constitution has a red stamp on it while the Edict button's paper is blank.)
