Since I had done a lot of the groundwork in previous missions I only had to accept a couple of the mission tasks to delay the war and I still finished years ahead of schedule. If you're not as far along you'll have to do some of the more unpleasant ones.
also make sure to use your edict that increases your research, and make sure to invite the allies in your embassy so the president will help you extend the time limit.
Although frustrateing, i learned alot about why it was failing and my next missions went by very easy.
Its an edict on the 2nd tab, don't know the exact name. It allows you to borrow money (or pay it off). Just borrow enough to get a bad credit rating :P
The Biggest threat is if you accept those 250+ desperate immigrant, chanches are you gonna loose the election because, they will be mostly unemployed or homeless. You need a lot of money to create those "illiterate" jobs. Cabaret are fantastic as they fill up to 8 illiterates, then farms and ranches where you can.
