Why tavern is more effective when built far away in forest than in town center?

This is what the game says - effectivness improves by buiding it further away from built up area.
Same applies to news papers.

Having to walk to the tavern makes your Tropicans build up a mighty thirst.

It's the Island Beauty rating. You can use parks to raise it in your city.

It means it will satisfy their entertainment more effectively (or contribute to tourists wanting to come to the island more), but tropicans will need to travel to reach it. So build it close, try to keep beauty high with some parks near it. The same with the restaurant.
