How do I repay the debt I own the crown? Also, how do you raise your credit rating?

Go to the edicts window, click "sovereign debt" and then a window pops up giving you the option to sell bonds (borrow money) or buy bonds back (repay money).

This also affects your credit ratting, just incase you get a mission that requires you to reduce your credit rating.
