How the hell do you get troops?!?

I'm on the 3rd mission, the repell invaders map. I've got two barrecks, two military bases, a fort and a boatload of towers. I have the constitution set to Everyone come in, I have two high schools - and yet I cant train up military or attract them via immergration. I can only hire experts - and that's running me 10 grand a pop now. And yet all my damn milirtary bases have the No People sign above them.

Christ, this is frustrating. What the hell am I doing wrong? More high schools? Anyone have a money cheat so I can just buy them?

Set the constitution to conscription untill you have the high school population to support the other forms.

The military seems weak in this game. I was playing a sandbox game, had 28 military buildings. Bunch of guard towers, barracks, army bases, and the aircraft carrier. All private army with military drills active, and the invading country just walks through the stuff, half the time my tanks wouldn't even show up for the fight.

Tanks seem slow. Infantry for me always arrive first.

I automatically put the military pay up to maximum whenever I build a new structure and I never seem to have an issue. I am only on the fourth scenario I think, but so far I haven't lost a single unit except in that one scripted fight where the other island declares war on you in the very beginning. Their main invasion though I wiped them out pretty easy and that was the hardest battle I have had so far.
