Declaring Independence
So this is the first Tropico game I've played so I'm a complete noob at the moment.

I'm doing the campaign at the moment and on the first "mission".

I've reached the point where I need to declare independence from the crown and when I did I got the two options (pay $20,000 or let them come).

I didn't have $20,000 at the time so I went with "let the come!" thinking it wouldn't be much of an issue, I had 1 fort and 2 towers around my main building so I thought I wouldn't have anything to worry about but it seems I only got two groups of soldiers which died to the enemies four.

My question is, is there a way to get more soldiers and more specifically can I get more while I'm under attack? Or did I just screw myself over by not choosing the pay $20,000 option?

Guard towers attack nearby enemies.
Forts provide musketmen squads.

Just keep playing till you get it right!

I always just do the 20k, it does it as a loan instead of taking it from your treasury, easy to pay back when your treasury is flush.

You can't get more soldiers while you're under attack. The game is designed to stop you doing that. If you want more soldiers you need to build forts *before* you pick the "Let them come!" independence option. You need at least 2 forts and four guard towers with maximum budget to win (but preferably more).

If you don't want to build all those buildings, just choose the $20,000 option. As PresidentJ said, it's a loan, it isn't taken from your treasury. You can pay it back when you're rich.

I lost a few times because of rebel attack then found out its a good idea to build my Guard towers beside each other. A groupe of 6 in a bunch. This will hold of rebels. Then i build All Army bases beside each other so all troops get to the rebels at the same time instead of them being killed of by the rebels one at a time while waiting for other troops. Also have no education needed to be a soldier on so its easier to recruit soldiers when others die.

I am a long time Tropico player and had to restart this one. It seems that the immigration is pretty low even with the open borders constitution option.

I analysed my loss and found out that I did not have enough high school men in the military buildings.

I found it easy to beat the second time around by doing the following:
- just have only 1 rum distillery, 1 cigar factory and 1 lumber mill with the necessary farms, you do not need more to support your economy
- do not choose the open borders, choose the option that favours more educated immigrants
- have two high schools once you are settled and increase their budget so they are always fully staffed
- have three clinics with obsetrics
- check from time to time that your military buildings are fully staffed
- clear a few buildings by the beach, or make a grouped area with all military buildings, you do not want them to fight one by one, you want them to be together
- do not overexpand (that was my mistake in the first game)
- upgrade the towers and make a big pack of 5 together

EDIT: oops I thought you were talking about the third scenario ...
