I just tested this for you.
As soon as you plug in a 360 controller, even Kalypso's opening login screen before you actually boot into the game suddenly features the 360's controller buttons icons so I knew that was already a good sign for you.
Once in the game as long as you enable gamepad support in the options, playing the game works entirely with the 360 controller and features most of the 360 icons to appear as you'd expect. You pull the left and right triggers to open the various menu options and each is coded with the appropriate X, Y, A, or B button to press to access them. When building the LB and RB buttons rotate buildings.
Your "cursor" is a circle that you move around with the left stick (zoom in and out with the right stick) and whenever you highlight anything it shows you what button to press to select it.
And sorry but that's about all I did with it.
All in all it looks like it's fully featured and if you can get used to it I'm sure you'll be able to play it just fine. But ironically enough, for anyone who's been mocking the game's UI for being "dumbed down for consoles", rest assured it seems FAR more intuitive when using a mouse/keyboard. If your only option is gamepad for whatever reason, certainly go for it.
But the UI totally changes its appearance when using a gamepad and the mouse/keyboard version is much quicker to get around in.
but after that it works out better then going with your mouse to the edges of a 24 inch screen.
Thats why i use WASD to move the camera.
keep your eyes on the screen and not on your keyboard,
and get into edicts and everything.
just make sure you have gamepad enabled in the option menu
try it and you know why.

After reading your reply I tested the game with a controller and I can assure you that it's 100% supported (I have a wireless Xbox 360 controller). Even the login window shows the controller buttons.
While the game is simplified on some aspects, there are also more complex stuff, like detailed control of exports and imports, different eras, constitution, managers and technology research.
