Sandbox - National Debt

I've claimed my independence in Sandbox mode, and paid my way out of a direct conflict. I'm now interested in how to buy the bonds back so I don't have to pay interest any more. Does anyone know?

Anyone who's already played a previous Tropico game generally skip the tutorial. The bond system placement is pretty counter intuitive - You'd logically expect it to reside in the Almanac, not in the edicts.
