Shacks, Housing, and Homeless
I noticed this is Tropico 4 and honestly it's even worse now: people in shacks refuse to move into homes. They have a job and there are plenty of open housing slots yet they still fester in the shacks. This is annoying because it brings down happiness and its a waste of my housing. In Tropico 4 I have a max population island that's doing quite well and the housing is cheap and the wagesa are high with plenty of transportation and yet they don't move out of their shacks. In Tropico 5 I've noticed the problem early on, I'm a good dictator and provide housing pretty early so I have enoug for everyone, but I still see shacks. What's going on here?
Other than that this game is amazing so far.

Odd. did you build the houses near there working place?
I notice they wont move into houses that arent near locations of interest(aka work, religion, brainwassing...i mean school and entertaiment)

Yes, it's on the first mission and everything is pretty close to each other, in fact the shacks are right next to the houses, so there is no reason for them not to move in.

Its not just a question of housing availibility but also location. If its a long commute from the housing to work, or entertainment, or (insert what ever here) they may choose to stay in the shack because its closer to work, food, church etc.

@MikeK73, demolishing the shcaks in Tropico 4 just made them homeless, then they'd usually build another shack, but I just tried doing it.
@selanderk, The house is next to the shack, so technically it shouldn't affect it, but usually they'll build a shack next to a remote mine, but when I try to build a house there, a farmer from across the map will move in.

Wierd i only have two shacks next to my houses and those are people with broke income.
A few homeless are unavoidable.
Ofcourse i build my country houses right between the farm and the building offices.
then connected the roud to my palace and build houses there.

You guys seem to be forgetting something. Wealth, which as far as I can tell has been implemented quite well. It takes quite some time before people build up wealth(I've noticed it takes a few months at least), and are actually able to afford the rent. After that the gentle nudge of destroying the shack will do the job.

I cant speak about 5 so much, but I always avoided this in t4 by building housing specifically for buildings/sectors BEFORE the jobs were filled.

Try making your housing cheaper, IE: test to see if the problem is pricing by making housing free and then demolishing all the shacks. This always worked for me in Tropico 4, never had any shacks because of it :3

What i do in part 4 is pause the game make all my buildings 0 rent, delete all the shacks and place houses or apartments around the areas the shacks were, as well as garages here and there near by then un pause the game and fast forward and watch them all move in, now slowly increase the rent using the universal feature for all buildings of this type and watch the buildings to see at what point ppl start leaving then make a rent price on a few buildings lower where ppl dont leave adn start building shacks again.

followed selanderk (#4 comment) advice and it worked really well. Paused the game so they wont rebuild them and destroy all shacks and built houses near place of works and etc. The number of shacks went down from 150+ to 30

the AI decided to build shacks next to vacant houses that are next to work, church, etc. this is crap
