The Greybar Hotel achievement
OK, I am having a slight problem here. I built 1 Dungeon and 3 Supermax prisons, arrested a ton of people but the dungeon and Supermax prisons are never filled up! Everytime a prisoner is being arrested, another one is being released. Thus, I can't get 20 Tropicons to fill the prisons. I have upgraded all the Supermax prisons and the dungeon as well but to no avail.


On top of that, whenever I arrest a lot of people, rebels start appearing.

Please advise.

1st get a goood amount of army so they can handle freaking rebels.
2nd make your road system is ok so there is not so much jams.
3rd make sure to have a decent amount of cops, it helps alot.
