When using a laptop with an integrated graphic chip, it might be the case that by default this chip will be used, instead of the dedicated graphic cards, which may impact the performance of a game. You can easily change this by doing the following:

Update the graphic card driver from the link below.

Then change the settings as described below:
1. Open your Nvidia Control Panel (right-click on desktop, select Nvidia Control Panel)
2. Select "Manage 3D settings"
3. Select "Global Settings". You will find the option "Preferred graphics processor". Please select "High-performance NVIDIA processor" and save the settings.
4. You will have to reboot your system for the changes to take effect.

I only get "confirm settings" again rather than "start game".
I am quite certain it has zero to do with hardware.
Simply restart the game.
If this does not do the trick, do following, before starting the game next time:
- Right-click on Tropico 5 in your Steam library
- Select 'Properties'
- Select 'Check Integrity of Game Cache' from the 'Local Files' tab (this might take several minutes to complete)

I finished the first campaign mission and I wanted to play a sandbox game so I clicked New Game > Sandbox > Choose Dynasty. I chose my dynasty I had previously played with in the campaign.
At the game settings page my settings were:
At the bottom of the settings there were only two options: Confirm Settings or Cancel. When I chose Confirm Settings it went to a loading page for a few seconds and returned my to the game settings page. I clicked confirm settings three more times and the same thing happened. I quit out of the game and reloaded it with the exact same settings. This time it said Start Game and Cancel at the bottom.Clicking Start Game launched the loading screen again and started the game. Each time it was the exact same loading screen.
I've never played a sandbox game in Tropico 5 so I wasn't sure if my game was bugging out until I googled it and found this discussion. Now I know it's expected to display Start Game and not Confirm Settings. It should then start my sandbox game.
Twice I unsuccessfully tried to recreate this bug by launching into the same campaign I played earlier before trying to start a new sandbox game.
At that point I just gave up and started to play. Seems like whatever issue it was resolved itself. I should probably also mention that I just purchased and installed the game yesterday.
This was my first time launching it so possibly this error only occurs after a fresh install?

I reinstalled it and went ahead launched a sandbox game with the same settings and it worked fine.
Could you please provide more details.
Importnat would be what you problem in detail is and for sure your system specs should be shared in the first place to get this sorted properly.

I had the same problem and I could reproduce it by going to the workshop mission screen and then go back and try to start a new Sandbox fame. It won't start. the button says Confirm Settings instead of start game. So obvious fix is not to go to workshop mission, but if you did, restart the game and then go straight for Sandbox.
