Most campaigns require it at some point. You will usually have rebels attacking in WW and cold war eras and you always have one of the other countries attacking you at the end of WW era

yeah, the damage isn't (usually) major. I guess I'm just don't like losing to rebels
Never paid off anyone but the crown. If I side with the Allies, the Axis usually attack with no option to pay anyway.
I upped the difficulty on my last playthrough and it seems that the rebel attacks happen more often with more rebels in them blowing up more buildings as well.
Hospital and Food is critical for my citizens to not die so i don't mind investing in. (Also hospital can increase birth rate)
Education is critical to reach more advanced form of economy
infrastructure => doesn't need explanation
Entertainment + Economy building => can net out some extra money while entertainment also boosts happiness
Overall all these non production building do something that helps economy but military doesn't do anything important. The only saving grace of military units would be that by preventing enemy from destroying your building =>it prevents loss of inventory stocked up and time lost for reconstruction
=> not really substantial in my eye.
Also, it is better to get happiness than military to protect yourself from rebel because IIRC higher happiness encourages more immigrants
