Dunno; I bought all the DLC through steam during the summer sale for $10 (complete)
i ended up with an extra copy of tropico 4 when i bought the package for that to get all DLC. still havent traded it off, its sitting in inventory as a gift box
So? Complete was cheaper than some of the DLC by itself, no reason not to just buy it and use it as the upgrade pack...
1. Technically it was cheaper on steam sale for the complete
2. the "DRM" isn't as horrible as it sounds; it requires you log into a Kalypso account one time; after that it remembers you and logs in automatically. For most of us playing Tropico games we made our Kalypso accounts years ago (mines more than 10 years old), I wouldn't even notice the DRM exists aside from the splash screen while loading. The DRM on this game is a big fat "who cares" since it doesn't even technically require valid personal information, just an email account (and tell me you don't have one?). I've never been spammed by Kalypso simply because they have my email, I get maybe an email a year from them annoucing a new game, and I have no problem with that.
3. Some of us like steam achievements (and steam cards). Tropico 4 was the second game I ever completed to 100% achievements (on steam); I'll get around to Tropico 5 someday (when I have time ~ currently working on Xcom2). And the cards make badges (community steam level). You're either into the meta-game (that is steam) or not.
